ICloud version 5.0 added support for Windows 10 and iCloud version 5.1 added support for Outlook 2016 (both 32-bit and 64-bit). Older versions of iCloud (version 4.1 and previous) have some compatibility issues with Windows 10 and sadly also affects Outlook functionality.
